Navigate to: /data/system
Delete the content of the throttle folder
Change permission on throttle folder to read only.
Reboot.

This usually happens when you switch to new phones.
Make a note for the name of the backup directory under the TWRP folder on the SD card.
Create a backup to that destination, purchase
A new folder will appear under the TWRP directory move all the backup directories in the old location to the new one.
