When you reach the microsoft login page:

A) Press the Shift + F10 keys to open a command prompt.​  (if this doesn’t work you might have to press the FN key as well (to activate the f10 key)

B) Type either command below in the command prompt, and press Enter.​

start ms-cxh:localonly​

OR​

start ms-cxh://setaddlocalonly​
